Fort Myers Home Loans: Buying, Refinancing and Rebuilding Inside the City

The City of Fort Myers sits on the south bank of the Caloosahatchee, with about 102,000 residents and roughly half of its households owning their home. It isn’t the same place as Fort Myers Beach, a separate town out on Estero Island, and much of what carries a Fort Myers address sits outside city limits.

We’ll stick to the city itself here: what the city offers buyers, the 50% rule that governs repairs after Hurricane Ian, the flood insurance upgrade that took effect in 2025, city utilities, and the historic neighborhoods along McGregor Boulevard and beyond.

Is the house inside the City of Fort Myers?

Gateway, Whiskey Creek, Cypress Lake and the unincorporated community called McGregor, south along McGregor Boulevard, all have Fort Myers addresses, and none of them are in the city. Florida Gulf Coast University isn’t either. That matters for city programs, for your tax rate and for your utilities: Lee County Utilities doesn’t serve homes inside city limits, where water and sewer come from the City of Fort Myers, and trash pickup is mandatory for any address with a city water or sewer account.

Check the property on the Lee County Property Appraiser’s site before you count on anything city-specific. If the house is in unincorporated Lee County, our Lee County guide covers the county’s options.

What the City of Fort Myers offers buyers

The city’s Purchase Assistance Program, a 0% second mortgage with no monthly payment, is suspended, and the city’s housing page lists it as inactive. What’s running instead is something different.

Affordable Home Construction Program

The city builds new houses on infill lots in the city and sells them at cost, with no markup. Buyers can earn up to 120% of the regional median income, can’t currently own a home, and have to live in it as a primary residence. Total debt ratio is capped, the home can’t be resold for 10 years, and it can’t be combined with other city assistance. The city names its own lenders for pre-qualification, and city residency matters, so we’ll check how it applies to you.

Lee County HOME assistance

Lee County’s HOME down payment program lists homes in Lee County as eligible, and we’ll confirm it’s funded and covers your address. It’s a 0% second mortgage over 10 years that reduces each year, for households at or below 80% of the area median. Some of the county’s SHIP programs have left Fort Myers and Cape Coral out of their eligible areas, so the details matter.

If neither one works for you, our FHA 100% option applies inside the city, as does Hometown Heroes when the state funds it, and seller credits on an FHA loan can cover a big share of closing costs.

Hurricane Ian, the 50% rule and the city’s better flood rating

When Hurricane Ian came ashore on September 28, 2022, the Caloosahatchee pushed over its banks and put roughly four to six feet of water into downtown, mostly along Bay and First streets. The mayor’s low estimate of damage in the city ran to $700 million. If you’re buying in the city, ask about each house’s Ian history.

The rule that matters most is the city’s 50% substantial improvement rule. The city adds up the cost of all repairs and improvements over a 12-month period. If they reach half of the home’s market value before the work, the house has to be brought up to current flood rules, which means raising the lowest floor and the electrical, mechanical, bathroom and laundry areas to the base flood elevation, with an elevation certificate to prove it.

  • Before you buy a house that took water in Ian, find out how much repair work it’s already had and when, and whether the city found it substantially damaged.
  • If you plan a big renovation, a 203(k) loan can finance it, but stay aware of where your total sits against the 50% line.
  • Ask the seller for the elevation certificate. It can make a real difference in your flood insurance premium.

There’s good news on flood insurance. The city announced it moved from Class 9 to Class 6 in FEMA’s Community Rating System, the best rating it has ever had, and the bigger discount on flood insurance took effect October 1, 2025. Thousands of flood policies in the city get that discount. Ask for a flood quote early in your inspection period.

Fort Myers neighborhoods inside city limits

Dean Park

John Dean began platting Dean Park in 1912, and its homes date from about 1915 to 1928 in Colonial, Mediterranean and Mission Revival styles. It has been a local historic district since 1997 and on the National Register since 2013.

Edison Park

Edison Park was platted in January 1926 between McGregor Boulevard, Edison Avenue, Cleveland Avenue and Manuel’s Branch. Its entrance fountain on McGregor was dedicated in April 1926, and the neighborhood replaced its period street lights with 80 matching replicas in 2017.

The McGregor corridor

The in-city stretch of McGregor Boulevard holds the Edison and Ford Winter Estates. Mina Edison deeded her husband’s estate to the city for $1 in 1947, and the city bought the Ford estate next door in 1988.

Dunbar

Dunbar is home to the Paul Laurence Dunbar School, on the National Register since 1992, and the Williams Academy Black History Museum in Clemente Park. Williams Academy, built in 1912 and 1913, is known as the first government-funded school for Black students in Fort Myers.

Downtown and the River District

The historic downtown commercial district has been on the National Register since 1990. Housing here is mostly condos, so single-family buyers usually look at the neighborhoods around it.

The city has four local historic districts, Dean Park among them. Exterior changes, demolition and new construction inside them go through historic review, so plan for it before you buy a house you mean to change.

Buying or refinancing in Fort Myers with AAA Capital Funding

Lee Health is the largest employer in Southwest Florida, and Lee Memorial Hospital sits inside the city. The Lee County school district and Publix come next.

FHA, VA and Conventional

Our FHA program calls for 3.5% down with a 580 or higher score. Eligible veterans can buy with a VA loan and no down payment, and Conventional starts at 3% down.

Self-employed and contractors

If you work for yourself in construction or the trades, a bank statement loan qualifies you on deposits when your returns understate what you make.

Refinance after the storm

A cash-out refinance can pay for a roof, elevation work or impact windows. We’ll show you what it costs each month against what it fixes.

Investors

Investors can use a DSCR loan, which qualifies a rental on its rent instead of your personal income.

Our license goes back to 1997, and we lend across the whole state, the Gulf Coast included. Call 888-601-8344 or text 954-816-8820 and we’ll check whether the house is in the city and what it qualifies for.
