Okaloosa County was carved out of eastern Santa Rosa and western Walton counties on Sept. 7, 1915, and its name means black water in the Choctaw language. It covers about 930 square miles, from Laurel Hill and Baker in the north to Destin and Okaloosa Island on the Gulf, and about 222,000 people live here.

Nine cities and towns, from Laurel Hill to Destin

Okaloosa has nine incorporated municipalities. Laurel Hill is the oldest, incorporated in 1905, and Destin is the newest, from 1984. In between came Crestview (1916), Valparaiso (1921), Niceville (1938), Fort Walton Beach (1941), Mary Esther (1946), Shalimar (1947) and Cinco Bayou (1950). Listings also use community names like Okaloosa Island and Baker.

The county’s population roughly doubled between the 1980 and 2020 censuses.

Crestview

Crestview became the county seat in 1917 and is the largest city. It was settled in the 1880s along the Pensacola and Atlantic Railroad, later the L&N, and the name comes from the view from its high crest.

A 1930s push from Crestview to bring in the military led to the Valparaiso Bombing and Gunnery Base in 1935, the forerunner of Eglin AFB. The city’s Main Street program has been active since 1997.

Fort Walton Beach

Fort Walton Beach is home to the Indian Temple Mound at 139 Miracle Strip Parkway SE, built between 800 and 1400 CE and about 12 feet high and 223 feet wide. It has been a National Historic Landmark since 1964. The Landing on the waterfront hosts the Billy Bowlegs Pirate Festival each June.

Destin

Destin incorporated in 1984 and calls itself The World’s Luckiest Fishing Village. Henderson Beach State Park sits at 17000 Emerald Coast Parkway, and the month-long Destin Fishing Rodeo has run every October since 1948.

Niceville

Niceville holds Northwest Florida State College’s Niceville campus at 100 E. College Blvd. and the Boggy Bayou Mullet Festival every October. The 3.6-mile Mid-Bay Bridge, a toll crossing of Choctawhatchee Bay, connects it to Destin.

Valparaiso

Valparaiso incorporated in 1921, and the Okaloosa Gas District runs its operation from 511 Government Ave. Destin-Fort Walton Beach Airport sits inside Eglin AFB right next to the city.

Shalimar

Shalimar, incorporated in 1947, holds the county’s south-end government offices. The Property Appraiser (Suite 201), Tax Collector (Suite 101) and Growth Management (Suite 301) all share 1250 Eglin Pkwy N.

Okaloosa Island

Okaloosa Island is the barrier island between Fort Walton Beach and Destin. The Gulfarium Marine Adventure Park opened there on Aug. 14, 1955, and the island lies in the county’s evacuation Zones A and B.

Baker and Laurel Hill

Baker is home to the Baker Block Museum at 1307 Georgia Ave., a free local-history and genealogy museum run by the North Okaloosa Historical Association. Laurel Hill, incorporated in 1905, is the county’s oldest municipality.

Where people buy in Okaloosa County, and how the loan limits work

Okaloosa has a north end and a south end. Up north, Crestview sits on I-10 and US 90 with Baker and Laurel Hill beyond it. Down south, Fort Walton Beach, Mary Esther, Cinco Bayou, Shalimar, Valparaiso and Niceville ring the bays, Okaloosa Island sits between Fort Walton Beach and Destin, and Destin is across the Mid-Bay Bridge or along US 98. SR 85 is the road that ties the two ends together.

HUD sets Okaloosa’s FHA limit for the Crestview-Fort Walton Beach-Destin metro as a whole, based on home prices across it, so it can differ from neighboring Santa Rosa and Escambia. The current FHA and Conventional limits for Okaloosa County are in the table below; HUD and FHFA reset them every January, and the table updates itself.

Down payment help for Okaloosa County buyers

Okaloosa buyers can draw on a county SHIP purchase program, the Escambia County Housing Finance Authority’s Big Splash program and Florida Housing’s statewide seconds. The county program’s money comes and goes with state funding, so timing matters.

Okaloosa County SHIP Purchase Assistance

The county lends first-time buyers SHIP money as a 0% second mortgage with no monthly payments, forgiven over time as long as you keep living in the home. You can’t have owned a home in the last 3 years, household income has to fall under the county’s limits, and you’ll need a HUD-approved homebuyer class and a lender on the county’s participating list. The same office runs SHIP owner-occupied rehab and disaster assistance after a disaster order.

When Okaloosa’s SHIP purchase money runs out, the county stops taking applications and keeps a waiting list, and the award size and income limits are updated as the plan and area incomes change. Big Splash First-Time Homebuyer Program

The Escambia County Housing Finance Authority’s Big Splash program covers a long list of counties, Okaloosa included. It pairs a 30-year fixed FHA, VA or USDA first mortgage with an optional 0% second for down payment and closing costs, deferred for 30 years and due on sale, refinance or transfer. You apply through a participating lender.

Florida Hometown Heroes (statewide)

Florida Housing’s Hometown Heroes program is for buyers working full time for a Florida-based employer in health care, K-12 schools, first response, public safety, the courts or licensed child care. Active-duty military qualify with any employer, which matters in a county with Eglin and Hurlburt Field, and veterans, Reservists and Guard members qualify once they hold a full-time job with a Florida-based employer in Okaloosa or elsewhere in the state.

It pairs a 30-year fixed FHA, VA, USDA or Conventional first mortgage with a 0% second for down payment and closing costs. That second has no monthly payment and is repaid when you sell, refinance or pay off the home or stop living there; it isn’t forgiven. You’ll take a homebuyer education course, online counts, and move in within 60 days.

FL Assist, FL HLP and HFA Preferred (statewide)

Each of these rides on a Florida Housing first mortgage. FL Assist is a 0% deferred second with no monthly payment, repaid when you sell, refinance, transfer or move out, behind an FHA, VA, USDA or Conventional HFA Preferred or HFA Advantage first. The HLP second carries a small fixed monthly payment over 30 years, and HFA Advantage PLUS adds a second on a Freddie Mac Conventional first that’s forgiven over 5 years while you live in the home.

FHA 100% financing is another way in: a 96.5% FHA first mortgage with a down payment assistance second behind it, so you may not need to bring a down payment at all. Property taxes and your homestead exemption

Live in the home and you can file Form DR-501 for the Florida homestead exemption. It works in two pieces: $25,000 off assessed value for every tax on the bill, school taxes included, and up to another $25,000 off assessed value above $50,000 for everything except school taxes. Once you have it, Save Our Homes holds yearly increases in your assessed value to 3% or the change in CPI, whichever is lower, and portability lets you carry some or all of that difference to your next Florida homestead.

The Okaloosa County Property Appraiser calls March 1 the statutory deadline for filing all exemptions. Okaloosa homestead turns on owning the home on January 1, which puts your filing at March 1 of the year after you buy. Isaias, Opal and flood insurance on the Emerald Coast

Hurricane Isaias made landfall as a Category 2 near Destin in October of 2026, the first hurricane of that Atlantic season. Destin roads flooded, every flight at Destin-Fort Walton Beach Airport was grounded, and more than 726,000 customers in Florida and Alabama lost power. The county ordered Zones A and B, meaning Okaloosa Island and coastal Fort Walton Beach, Destin, Mary Esther and Niceville, to evacuate, and shelters opened at Davidson Middle School in Crestview, which took pets, and at Raider Arena on the NWFSC campus in Niceville.

Hurricane Opal came ashore near Pensacola Beach as a Category 3 in 1995, but its strongest winds hit a narrow swath near the east end of Choctawhatchee Bay, between Destin and Panama City. Hurlburt Field recorded sustained winds of 73 knots with gusts to 125 knots, and a tornado death was reported in Crestview, miles inland.

Okaloosa has taken part in FEMA’s Community Rating System since 1995. The county’s CRS standing earns a discount on flood insurance premiums for properties in Special Flood Hazard Areas within its jurisdiction, so ask what the discount is for the address you’re buying.

Check the flood zone on the county’s flood GIS or the Flood Zone Search app, and on the FEMA Flood Map Service Center. A house in a high-risk zone, one starting with A or V, on Okaloosa Island or along the bay will need a flood policy for any federally backed loan.
Ask for an elevation certificate. Growth Management keeps them on file at (850) 689-5080, and it can help when you shop for a flood policy.
Find your evacuation zone at myokaloosa.gov/gis_ps. Okaloosa County Public Safety is at 90 College Blvd. East in Niceville, (850) 651-7150, and it warns that not every shelter is used in every evacuation.
Price homeowners coverage before you’re under contract, since Isaias and Opal both came through this stretch of coast, and ask whether a wind mitigation inspection can bring the quote down.

Jobs, schools and getting around

Two Air Force installations shape the county. At Eglin Air Force Base, the 96th Test Wing is the host unit, running a 724-square-mile land test range and about 120,000 square miles of airspace over the Gulf. Hurlburt Field holds Headquarters, Air Force Special Operations Command and the 1st Special Operations Wing; Air Commandos have been there since 1961, and the field, which began as Eglin Auxiliary Field No. 9, is named for 1st Lt. Donald Wilson Hurlburt, killed in a crash there in 1943.

Government is the county’s largest employment sector, with professional and business services, trade and transportation, and leisure and hospitality close behind. Destin, which calls itself The World’s Luckiest Fishing Village, anchors the fishing side of that last group.

Schools and colleges

Public schools are run by the Okaloosa County School District.

Northwest Florida State College has campuses and centers in Niceville, Fort Walton Beach, Crestview and at Hurlburt Field, along with an Aviation Center of Excellence. The University of West Florida runs its Emerald Coast campus in Fort Walton Beach, with offices in Niceville and Crestview.

Getting around

I-10 and US 90 cross the north county through Crestview, US 98 runs the coast, and SR 85 links Crestview to Fort Walton Beach. The Mid-Bay Bridge is a 3.6-mile toll crossing of Choctawhatchee Bay between Niceville and Destin.

Destin-Fort Walton Beach Airport is a commercial airport that shares Eglin’s runways, and Emerald Coast Rider, formerly Okaloosa County Transit, runs the public buses.

Fishing rodeos, pirates and the bay

Destin Fishing Rodeo

The Destin Fishing Rodeo runs all 31 days of October, a saltwater tournament held every year since 1948. It started out in May before moving to the fall.

Billy Bowlegs Pirate Festival

On the first weekend of June, a pirate ship invades The Landing in Fort Walton Beach, and a Mardi Gras-style torchlight parade follows down Eglin Parkway. The festival held its 60th edition back in 2015.

Crab Island

Crab Island is a sandbar 1 to 4 feet deep inside Destin’s East Pass, on the north side of the Destin (Marler) Bridge. You can only get there by water. It formed from sand the Army Corps of Engineers dredged from the pass in the 1960s.

Henderson Beach and Rocky Bayou

Henderson Beach State Park keeps Destin’s last coastal scrub, with 30-foot white dunes, a 60-site campground linked to the beach by boardwalk, and a dune nature trail. Fred Gannon Rocky Bayou State Park, at 4281 State Road 20 in Niceville on an arm of Choctawhatchee Bay, was a World War II gunnery and bombing range and now has longleaf pines over 300 years old. Temple Mound and the Gulfarium

The Indian Temple Mound museum opened in 1962 as the first municipally owned and operated museum in Florida. The Gulfarium on Okaloosa Island, open since 1955, is one of the world’s original oceanariums.

Eglin’s back country

About 250,000 of Eglin’s roughly 464,000 acres are open with a permit from Jackson Guard in Niceville for hunting, fishing in 21 ponds, primitive camping, canoeing, mountain biking at Timberlake and hiking the Florida National Scenic Trail. The threatened Okaloosa darter lives in only six creek systems on the base.

Festivals up north

Crestview’s Main Street calendar includes the Triple B Festival in March, a Fall Festival in October, a Holiday Market in November and a Christmas Parade in December. In Niceville, the Boggy Bayou Mullet Festival sets up at College Blvd. and Highway 85 North each October with seafood, arts and crafts and country music.

All told, 72,397 acres of the county are state or regionally owned conservation land, and Rocky Bayou Aquatic Preserve, next to the state park, is the smallest aquatic preserve in Florida.

Moving to Okaloosa County: your first-month checklist

Electric: CHELCO, the Choctawhatchee Electric Cooperative founded in 1940, serves much of Okaloosa along with parts of Walton, Holmes and Santa Rosa. Florida Power and Light serves the former Gulf Power territory, which included Okaloosa, since Gulf Power merged into FPL in 2021. Ask the seller which one serves the house.
Natural gas: the Okaloosa Gas District, an independent special district founded in 1953, serves Santa Rosa, Okaloosa and Walton customers from its offices in Valparaiso.
Water and sewer: Okaloosa County Water & Sewer serves parts of the county, and some cities run their own systems, so check the service map. OCWS customer service is (850) 651-7171, at 1804 Lewis Turner Blvd., Suite 300, Fort Walton Beach.

HUD sets FHA limits by metro area, using home prices across the area. Okaloosa’s is set for the Crestview-Fort Walton Beach-Destin metro, while Santa Rosa and Escambia fall under a different metro, so the two can land at different figures in a given year.

By March 1 of the year after you buy, with the Okaloosa County Property Appraiser in Shalimar or Crestview. Ownership on January 1 sets the year, so whether you close in Crestview in spring or in Destin in fall, the filing is due the following March 1.

Do I need flood insurance in Okaloosa County?

Any federally backed mortgage on a home in a high-risk FEMA zone needs a flood policy. Properties in Special Flood Hazard Areas under the county’s jurisdiction get a premium discount through the Community Rating System, and after Hurricane Isaias flooded Destin roads in 2026, it’s worth a quote even outside those zones.
