Cities and communities across Polk County

Polk has 17 incorporated cities and towns, from Auburndale, Bartow, Davenport and Dundee to Lakeland, Lake Wales, Mulberry, Polk City and Winter Haven. Many addresses sit outside any city, in places like Highland City, Kathleen, Wahneta, Babson Park, Indian Lake Estates, Lakeland Highlands, Inwood and the Polk side of Poinciana and Four Corners. That changes who supplies your water and which down payment programs you can use, so it’s one of the first things we check on a Polk address.

The county was created on February 8, 1861, from the eastern part of Hillsborough County and named for President James K. Polk. For much of the 20th century it was the leading citrus-producing county in the United States, and phosphate mining drew workers here in the early 1900s.

Lakeland

Lakeland is the largest city in the county. Swans have lived on downtown’s Lake Morton since 1957, and the city rounds them up every fall for veterinary checkups.

Florida Southern College’s Child of the Sun campus has 13 structures designed by Frank Lloyd Wright. It became a National Historic Landmark in 2012 as the largest collection of Wright architecture on one site anywhere.

Bartow

Bartow is the county seat. It was founded in 1851 as Fort Blount and renamed in 1862, and its official nickname is the City of Oaks and Azaleas. The 1909 neoclassical Old Polk County Courthouse, pictured on the city seal, now holds the county history museum.

Winter Haven

Winter Haven calls itself The Chain of Lakes City, with about 50 lakes inside city limits. A northern chain of 9 lakes and a southern chain of 16 are linked by canals, and a lock connecting the two chains opened in 2011.

LEGOLAND Florida Resort opened here in the fall of 2011 on the former Cypress Gardens site, and Peppa Pig Theme Park Florida operates alongside it.

Lake Wales

Lake Wales sits on the Lake Wales Ridge. Its downtown commercial historic district dates to the 1920s land boom and includes the Walesbilt Hotel, and the city is home to Bok Tower Gardens and Spook Hill.

Davenport

Davenport incorporated in 1915 after the South Florida Railroad arrived. I-4 runs about 8 miles north of town toward Disney and Orlando, and the old Baseball City and Circus World site is now the Posner Park shopping center.

Mulberry

Mulberry’s chamber calls it the Official Phosphate Capital of the World. Mosaic’s Nichols mine sits about two miles east of town in the Bone Valley phosphate district.

Fort Meade

Fort Meade is the oldest city in Polk, dating to an 1849 fort on the military road from Tampa to Fort Pierce. It’s a launch point on the Peace River, where the Fort Meade Outdoor Recreation Area hosts the annual Peace River Paddle, and in 2011 it became the second Florida city designated a Blueway community.

Haines City

Haines City is the address for Allen David Broussard Catfish Creek Preserve State Park at 4335 Firetower Road, more than 8,000 acres of scrub, sandhill and flatwoods along the Lake Wales Ridge.

Where people buy in Polk County, and how the loan limits work

Polk is big enough that a home search here is really several searches: Lakeland on I-4, Davenport about 8 miles south of I-4 toward Disney and Orlando, Winter Haven and Auburndale among the lakes, Bartow and Mulberry in phosphate country, and Lake Wales up on the Lake Wales Ridge. Unincorporated places like Highland City, Wahneta, Babson Park and the Polk side of Poinciana and Four Corners fill in between, and the tourism bureau counts 554 lakes across all of it.

Before you buy, find out who pipes the water. Polk County Utilities serves the unincorporated areas through its own public water systems, while many cities, Lakeland among them, run their own.

Down payment help for Polk County buyers

Polk has several layers of down payment help: a county SHIP program, a county housing finance authority, separate programs in Lakeland and Winter Haven, and Florida Housing’s statewide seconds. Where the house sits matters, because the county SHIP program doesn’t cover homes inside Lakeland or Winter Haven city limits, and those cities run their own.

Polk County SHIP Down Payment and Closing Cost Assistance

The county’s SHIP program lends first-time buyers money for the down payment and closing costs as a 0% interest loan with no monthly payment over a 5-year term. You can’t have owned a home in the past 3 years, household income has to fall within the county’s very low, low or moderate bands, the price has to come in under the program cap, and the home has to sit outside Lakeland and Winter Haven city limits. A HUD-approved homebuyer course is required.

Housing Finance Authority of Polk County

First-time buyers anywhere in Polk can get down payment and closing cost help from the county’s housing finance authority as a deferred, zero-interest second mortgage. The Housing Finance Authority of Pinellas County administers it for Polk, and you apply through a participating lender.

Lakeland helps low and moderate income buyers purchase homes inside city limits, with added eligibility in the Midtown CRA district. A HUD-certified homebuyer course is required. The Housing Office is at 1104 Martin L. King Jr. Ave, (863) 834-3360.

City of Winter Haven SHIP Down Payment Assistance

Winter Haven offers SHIP down payment help scaled to income as a 0%, 5-year deferred loan that’s forgiven if you keep the home. The house has to be inside Winter Haven city limits and under the program’s price cap, you can’t have owned a home in the past 3 years, and there’s an 8-hour homebuyer workshop.

The city uses an outside administrator for intake, and its down payment page lists who that is along with the current amounts. Call 888-601-8344 with the address and we’ll confirm it’s inside the city limits on the Chain of Lakes and ask whether Winter Haven is taking new files.

Florida Hometown Heroes (statewide)

Hometown Heroes is for buyers working full time for a Florida-based employer in health care, K-12 schools, first response, public safety, the courts or licensed child care. A teacher with Polk County Public Schools or a nurse at Lakeland Regional may qualify. Active-duty military qualify with any employer, and veterans, Reserve and National Guard members qualify with a full-time job at a Florida-based employer, from Lakeland to Lake Wales.

It puts a 0% down payment and closing cost second behind a 30-year fixed first mortgage. The second has no monthly payment and is repaid when you sell, refinance or pay off the home or stop living in it, so it isn’t forgiven. A homebuyer education course is required (online counts), and you apply through a participating lender or broker.

FL Assist, FL HLP and HFA Preferred (statewide)

With a Florida Housing first mortgage, Polk buyers can add FL Assist, a 0% deferred second with no monthly payment that’s repaid when you sell, refinance, transfer or move out. The HLP second is the one with a payment, a small fixed amount monthly for 30 years. HFA Advantage PLUS adds a forgivable second to a Freddie Mac Conventional first, written off over 5 years while the Polk house is your residence.

Polk buyers have FHA 100% financing too: a 96.5% FHA first mortgage with a down payment assistance second behind it, which lets the second cover the entire down payment. Property taxes and your homestead exemption

Make the home your permanent residence and you can file for the Florida homestead exemption with the Polk County Property Appraiser. It takes as much as $50,000 off your taxable value, with the first $25,000 applying to all property taxes and the additional exemption to non-school taxes.

Homestead is filed by March 1 of the year after you buy, because ownership on January 1 decides the year. When March 1 lands on a weekend, the deadline rolls forward to the next business day. If you miss it, Polk accepts late applications until the Value Adjustment Board petition deadline later that year.

Once you’re in, Save Our Homes limits each year’s increase in your assessed value to 3% or the change in CPI, whichever is lower, and portability lets some or all of that difference move to your next Florida homestead.

Tax bills come from the Polk County Tax Collector, and if your loan has an escrow account, the bill is paid from your monthly payment.

Hurricanes, sinkholes and insurance in Polk

In 2004, Hurricanes Charley, Frances and Jeanne all crossed Polk County. Together they caused 15 deaths and about 1.2 billion dollars in damage here.

Polk generally follows a shelter-in-place approach. Public shelters open as needed rather than by assigned zone, and low-lying flood-prone areas are the most likely to be told to evacuate.

Ground movement is the other local question. The Florida Geological Survey keeps a database of reported subsidence incidents, Polk has a long list of them, and most are unverified reports, not confirmed sinkholes. Under Florida law every property insurer has to cover catastrophic ground cover collapse, and broader sinkhole coverage must be offered for an extra premium.

Especially on a Polk lakefront lot, check the address on the FEMA Flood Map Service Center before you make an offer. A federally backed loan on a home in a high-risk zone, one starting with A or V, comes with a flood insurance requirement.
Look up the evacuation zone for the address on the state’s Know Your Zone map, and sign up for county alerts at alertpolk.com.
Ask your insurance agent to quote sinkhole coverage alongside the standard policy, and get a wind mitigation inspection, which can lower your premium.

Jobs, schools and getting around

Publix Super Markets is Polk’s largest employer, with its headquarters, distribution, manufacturing and stores in the county. The Polk County School Board, Lakeland Regional Health, Walmart, Amazon’s Prime Air and fulfillment operations, and a GEICO insurance center are other big names, along with BayCare, Winter Haven Hospital, Watson Clinic and AdventHealth on the health care side.

Mosaic runs phosphate operations around Mulberry, LEGOLAND Florida Resort is a major employer in Winter Haven, and logistics is a whole local trade: Saddle Creek Logistics has its headquarters here, and Lowe’s, Aldi, Advance Auto Parts, Medline, Rooms To Go and UPS run distribution centers. Florida’s Natural Growers and W.G. Roe & Sons reflect the county’s citrus roots.

Schools and colleges

Public schools are run by Polk County Public Schools. The district can tell you which schools are assigned to a given Polk address.

Colleges include Florida Polytechnic University, the public STEM university that opened in Lakeland in 2014 along I-4, plus Polk State College, Southeastern University, Florida Southern College, Warner University, Webber International University and Keiser University’s Lakeland campus.

Getting around

I-4 crosses the north of the county between Tampa and Orlando. Other main routes are the Polk Parkway (SR 570), a Florida’s Turnpike toll road, plus US 17, US 27, US 92, US 98, SR 60 and SR 540.

Lakeland Linder International Airport hosts more than 65 businesses and organizations, Amazon Air and the NOAA Hurricane Hunters among them. Amtrak stops at 600 East Main Street in downtown Lakeland, and Citrus Connection runs countywide buses, including Winter Haven Area Transit and rural routes to Bartow, Fort Meade and Frostproof.

Gardens, airshows and local favorites

Bok Tower Gardens

Edward W. Bok gave these gardens at 1151 Tower Boulevard, Lake Wales, to the American people in 1929. Its Singing Tower carillon is still played in regular concerts.

SUN ‘n FUN Aerospace Expo

Every April, the SUN ‘n FUN Aerospace Expo takes over Lakeland Linder International Airport. Check the expo’s site for the dates.

Spring training

The Detroit Tigers train at Publix Field at Joker Marchant Stadium, 2301 Lakeland Hills Blvd.

Circle B Bar Reserve

The county bought this 1,267-acre former cattle ranch near Lakeland in 2000. It’s known for roseate spoonbills and other wading birds, plus alligators, and Polk’s Nature Discovery Center opened there in 2008.

State parks

Lake Kissimmee State Park sits on Lakes Kissimmee, Tiger and Rosalie and stages living-history demonstrations at an 1876-era cow camp. Colt Creek State Park, at 16000 State Road 471 in Lakeland, covers more than 5,000 acres with more than 15 miles of trails for hiking, biking and horseback riding.

Cypress Gardens, then and now

Cypress Gardens ran its water-ski shows from 1936 to 2009. LEGOLAND preserved its botanical garden, and the Cypress Gardens Water Ski Team still performs on Lake Silver.

Odd and old favorites

Spook Hill in Lake Wales is a gravity hill where cars appear to roll uphill. Bartow’s Wonder House, a 5,700 sq ft historic home, runs Halloween tours, and Westgate River Ranch, a dude ranch, holds a Saturday night rodeo. Downtown Lakeland keeps its own rhythm with First Friday and Tasty Tuesdays.

Electric: Lakeland Electric, a department of the City of Lakeland that also provides water, serves the Lakeland area, and Tampa Electric serves parts of Polk. Get a copy of the seller’s electric bill so you know which one to call.
Water and sewer: Polk County Utilities serves unincorporated areas, customer service (863) 298-4100. Cities such as Lakeland run their own.
Driver license and tag: book through the Polk County Tax Collector at appointments.polktaxes.com. Lake Alfred, Lake Wales and Lakeland offer full service; Bartow has no written tests and Davenport has no road tests.
